The Second Ten Years

CQ reports that CBO is likely to score the costs of the Senate Finance Committee health care bill for the second ten year period. This is excellent news.

A longer time frame will allow analysis of whether a bill would slow the growth of health care spending enough to reduce rather than increase the deficit beyond the ten-year window. The House bill appears to have failed this test; passing it is a critical test of whether a reform plan is worth the costs.
